Scientific and Technical Novelty Search (short as Novelty Search, or NS) refers to the process in which the NS agency carries out literature retrieval and comparative analysis on the scientific and technological content provided by clients based on their needs for novelty check, and in accordance with the Specification of Scientific and Technical Novelty Search (GB/T 32003-2015), then provides conclusions. NS is crucial fundamental work in such activities as scientific research, product development and science management.
The Scientific and Technical Novelty Search Center of the National Library of China is equipped with a team of professional personnel with skills and expertise on chemistry, biology, agronomy, computer science and material science, together with more than 100 experts, which form a strong force of NS consulting. As a comprehensive NS agency, the center is able to undertake the entrustment of clients for multiple disciplines, and provide NS services for clients with the start of scientific research projects, application for scientific and technological programs, funding projects and new product development plans of various levels or types, the acceptance, appraisal, evaluation and transformation of scientific research achievements, and the application for scientific and technological awards at all levels.

Log on to the "National Library of China Consulting and Submission Platform" to submit the entrustment form, and the NS agency will reply within one working day after receiving it. Before submitting the form, please read the following instructions on "How to Fill the Entrustment Form" and the "Rules of Entrustment".
How to Fill the Entrustment Form
1.Basic Requirements
The entrustment form shall be filled in by the project leader or a researcher who has deep understanding of the project, so as to ensure comprehensive and accurate description of the scientific and technological highlights or innovations in it.
2. The Client
The contact person is preferably the project leader or a researcher who has deep understanding of the project. To ensure in-time and smooth communication, the telephone number (mobile number preferred) and email provided should be accurate.
3. Name of the Target Project
The name of the target project shall be consistent with the name in the project proposal or appraisal certificate, and the English name of the project may not be filled in for domestic novelty search.
4. Purpose and Scope
The client shall indicate the purpose of novelty search, which can be chosen from "project initiation", "project achievement" and "others". "Project initiation" includes the application of scientific and technological programs and projects of various levels or types, and data collection before the start of scientific research projects; "project achievement" includes the appraisal of project achievements and application for rewards; "others" shall be filled in according to real practice, such as PhD thesis proposal, application for the introduction of technology or equipment, application for thesis defense, or application for new product appraisal. The scope of novelty search is essentially the scope of literature searched. Please indicate if domestic, foreign or hybrid novelty search is required.
5.Scientific and Technological Highlights for Target Projects
The scientific and technological highlights shall provide an overview of the target project, and focus on the context of similar or related science and technology at home and abroad, the technical problems to be solved, the solutions to these problems, the main scientific and technological features, technical parameters or indicators and the scope of application. It is unwise to fill in vague statements, and decorative or advertising terms unrelated to the main technical content.
Different target projects shall be described in different ways, as in the following:
Novel search for project initiation shall outline the domestic and international context of the project, the main scientific and technological content proposed, the problems to be solved, and the specific objectives (indicators) and levels to be achieved.
Novelty search for the appraisal of project achievements shall briefly explain the research background of the project, and introduce the main scientific and technological features of the project, key innovations of the completed project compared with the existing similar research, technology or process, as well as the data and quantitative indicators reflecting the scientific and technological level of the project.
Novelty search for development projects (of products and technologies) shall briefly describe their uses and functions, and introduce the main processes (combination of techniques), compositions, performance indicators and other data that can reflect their technical level, comparison with similar products at home and abroad in terms of parameters, as well as the scale (small or medium-scale pilot test, massive production) and benefits already achieved.
6. Key points of novelty search
Key points of novelty search are the parts of the scientific and technological content that require novelty search, that is, all the technological innovations that reflect the novelty of the project. They are generally extracted from the technical points, or all the key technologies in the technical points. General technical features of the target project shall not be identified as the key points of novelty search. Those key points can be either theoretical innovation or technical creation or improvement; either technical research on a single subject or a combination of multiple technical subjects. Key points of novelty search do not include the innovation of management or pedagogy.
Key points of novelty search provide the basis for the novelty search personnel to identify search terms and search strategies, and to compare, analyze and determine novelty. As a result, the wording shall be concise and clear. For projects with multiple requirements for novelty search, new points shall be marked clearly with 1, 2, and 3, and listed one by one, so that they can be compared in the conclusion. Conclusions shall be made for each key point respectively.
7. Materials Provided by the Client
The materials provided by the client are documents that assist the novelty search personnel to understand the technical content of the project or support the technical indicators of the novelty search, such as summary report, development report, project initiation report and technical report. In addition, the client is required to provide related literature published by the project team members at home and abroad (specifying the author, title, journal, year of publication, volume, issue and page) as well as domestic and foreign literature closely related to the target project (including the author, title, journal, year of publication, volume, issue and page).
8. Chinese/English Search Terms
Search terms are technical terms listed by the client for the reference of the novelty search personnel. Search terms (including authoritative terms, synonyms, abbreviations, related terms, classification numbers and patent numbers) should be extracted from the technical points of the target project, and should also be part of the common vocabulary in the professional field of the project. In addition to the chemical name, the trade name, common name, molecular formula, structural formula and CA registration number of the chemical substance shall also be provided.
9.Shall there be any doubts or questions when filling in the entrustment form, please consult the novelty search personnel directly.
Rules of Entrustment
1. The client needs to carefully fill in the Entrustment Form for Novelty Search item by item as required. In particular, the key scientific and technical points, key technologies, main indicators, innovations (novelty parts) and other information of the target project shall be clearly described. Key points for novelty search shall be concise and clear, and novelty search requirements be specified;
2. If necessary, the client shall provide authentic, complete and accurate background materials and key scientific and technical literature of the target project to the NS agency according to the type of project. If the client refuses to do so, the NS agency has the right to reject the entrustment. If the information provided is false, resulting in errors in novelty search, the client shall take full responsibility;
3. After submitting the Entrustment Form for Novelty Search, the client is obliged to assist the novelty search personnel in the novelty search process, e.g. introducing the technical content of the target project, determining the concepts and terms to be searched, and providing timely explanation and assistance when the novelty search personnel has any questions in the novelty search process;
4. The client cannot integrate two or more projects with different subjects as one target project and apply for novelty search. In principle, the number of key points for novelty search in one target project shall not exceed 3;
5. Target project completed one year ago shall not be offered supplementary novelty search service. It shall be treated as new target project, and new entrustment shall be submitted;
6. In principle, as long as both parties have determined the content of the entrustment and novelty search is officially started, the key points for novelty search will not be changed (adjustments to expressions that do not affect the content of the key points not included). If change is necessary, the client shall submit the entrustment again;
7. According to the relevant provisions of the Specification of Scientific and Technical Novelty Search, the NS agency undertakes confidentiality obligations. For projects involving military affairs, national defense, government decision-making and other special confidentiality requirements, the client shall clearly specify them in the entrustment;
8. Novelty search is responsible handling of literature and information, which requires necessary amount of time. The domestic novelty search report shall be completed within 10 working days from the effective date of the entrustment, and the hybrid report shall be completed within 20 working days. If two or more target projects are entrusted at the same time, the deadline should be appropriately postponed;
9. Novelty search is a paid service. Once the entrustment is accepted, the client shall pay 50% of the fee in advance, or pay in full according to the Novelty Search Pricing Standards. In principle, the center does not accept urgent entrustment. In case of special circumstances when the process has to be expedited, the client shall pay an extra fee according to the Pricing Standards;
10. In case the novelty search process is completed and the client cancels the entrustment, the advance payment will not be returned. If the novelty search personnel has completed the report, the client shall pay in full;
11. The novelty of the target project has nothing to do with the fee paid
12. In principle, as long as the Scientific and Technical Novelty Search Report is signed and sealed, the content shall not be changed, unless special circumstances require;
13. Shall there be any doubts from the client with the conclusion or process of novelty search, the client can submit comments and materials to the NS agency within one week, and the latter will invite relevant experts to review again. If the results prove the doubts of the client valid, the costs will be borne by the NS agency, otherwise the client will bear the costs.
Pricing Standards
Domestic novelty search is priced at the minimum of RMB 1,000 yuan and is generally completed within 10 working days from the effective date of the entrustment, and the novelty search report is provided in duplicate. Hybrid novelty search is priced at the minimum of RMB 2500 yuan and is generally completed within 20 working days from the effective date of the entrustment, and the novelty search report is provided in duplicate.
Note:
1. The above pricing standards apply only to novelty search service for one key point within the specified time. With each one key point added, extra fee will be charged, or a separate report be provided as appropriate.
2. For domestic novelty search, an additional RMB 400 yuan will be charged for each additional key point, and the time will be extended for 3 working days; for hybrid novelty search, RMB 1,000 will be charged for each additional key point, and the time will be extended for 5 working days.
3. If the key point is not valid or it is changed, an additional fee shall be charged.
4. If the novelty search report is required to be completed in advance, an additional fee will be charged based on the workload and urgency, i.e. 200 yuan for each working day in advance. If the progress is delayed due to the client, the deadline for submitting the report shall be postponed accordingly.
5. If the client requires that the report be mailed, delivery fee will be charged as appropriate.
The matters not mentioned above shall be negotiated by both parties.
The Pricing Standards took effect on March 20, 2021.

Service Content
Special-Subject Consultancy：
We collect materials around a specific subject, and search, organize, classify, and compile the materials based on their content, condition, user needs, and research logic, then provide final products such as search index, proceedings and literature review. The types of materials include books, monographs, historical records, yearbooks, local chronicles, newspapers, periodicals, academic papers, etc. We provide literature support for users to summarize the development patterns of the industry, develop and utilize resources, preserve and organize historical materials, and carry out cultural construction.
Reference on Industrial Research：
We continuously track various types of intelligence information in the industry from the perspective of industrial development under the national macro strategy, with special focus on the changes in macroeconomic environment and orientation of policy and regulations in the economic, technological and social sectors, key, difficult and hot issues in the industry, as well as new business formats, new technologies and new trends. We also regularly prepare materials on research reference and intelligence information, to provide information support for the scientific decision-making, investigation, and research of users.
Special-Subject Research Report：
We conduct literature research on the subject provided by users based on the collections of the NLC and field research, using research techniques such as bibliometrics, content analysis, comparative analysis, and case analysis. We also carry out in-depth analysis and research around the historical and current situation, hots issues and conundrums, theory and practice, frontier fields and trends of the subject, and write reports on literature review and project consultation to provide support for special-subject research, assessment and evaluation, as well as project application.
Industrial Analysis Report：
We carry out in-depth research on the current industrial research, market characteristics and development trends on the basis of long-term and continuous tracking of industrial development, with reference to industrial development data and scientific research results, combined with the environment, relevant policies and hot issues of the industry, and using quantitative and qualitative methods such as bibliometric analysis, data statistics and analysis, then prepare industrial analysis reports to provide guidance for the macro-management and development research of the industry.
Analysis on Public Opinion Monitoring：
We provide accurate media coverage of a hot topic or major event in the industry through the "artificial+intelligent" comprehensive public opinion monitoring system, discover sensitive public opinion events, analyze their development tendency, identify the emotions of the public, and assist users in timely warning and response.
Information Platforms：

OPAC system is provided in the OPAC area, each reading room and loan stack room, to achieve the bibliographic retrieval, loan, renewal, reservation of library collections and reader's information management services. At the same time, the NLC website provides "Wenjin Search". After logging in the system, readers can search information resources from various carriers.
We provide on-site readers with open or closed shelf reading services. Reading rooms for Chinese books, Chinese journals, Chinese newspapers, rare and special collections, and microfilms are set up to provide readers with reading services on Chinese and foreign publications, rare and special collections of ancient books, feature collections, microfilms and digital resources. Readers can enter the corresponding reading room with a Reader's Card or 2nd generation ID card.
The Chinese Books Loan Area provides loan service of more than 300,000 Chinese books (some attached with disks) in recent years; the Lending Desk for Foreign Books in Stacks provides loan service of foreign books published in the previous 20 years collected in the stacks.
The NLC provides both self-assisted photocopy services and staff-assisted photocopy services at reading rooms and public service areas. The modern and professional photocopy equipments are used to provide various services, including document photocopy, scanning, printing, microfilm restoring, photography, binding, disc burning, etc.
The NLC has held lectures since 1953, inviting famous speakers, such as Guo Moruo, Lao She, Ba jin, Ding Ling and so on, to make lectures. The lectures services have already become the important window of social education and knowledge dissemination. A series of lectures in various forms with rich contents have been held over the years, including "Wenjin Lecture", "NLC Forum of World Library Directors", "Chinese Classics & Culture", "Wenjin Reading Solon", etc., which build an exchange bridge for experts and the public.
The NLC undertakes the functions of social education through exhibitions.
The National Museum of Classic Books (http://www.nlc.cn/nmcb/) was officially established in July 2012 with the approval of the State Commission Office of Public Sectors Reform. It is the first museum for ancient books in China, and also one with large area, rich collection and a great number of representative exhibits among similar museums in the world. In 2014, it was officially opened to the public, with the purpose of displaying Chinese classics, promoting Chinese culture, innovating reading service, protecting cultural heritage, strengthening cultural exchanges between China and foreign countries, and enhancing national soft power. Combining the collections of the library and the expertise on exhibition of the museum, multiple large-scale cultural exhibitions are held every year, which have achieved good social benefits.
The NLC training has always been committing to the mission to serve the society. Over the years, focusing on the demands of library community and various circles of society, the NLC has cooperated with renowned academic and cultural institutions for holding various trainings, including reader training, library business training, education with record of formal schooling, and continuing education, which cultivate a lot of talents for the society.
The "Digital Library Impression" experience area is located on the second floor of the NLC North Area, which provides a comprehensive display of the digital, intelligent, and information achievements of the NLC through exhibition boards and interactive multimedia. It presents the excellent digital resources and services of the NLC in a multi-dimensional manner through new technologies, such as light and shadow interaction, VR, AR, 5G technology and artificial intelligence, providing readers with new experience of flexible, interesting and interactive digital reading scenarios. Readers can personally feel and use the digital and intelligent services provided by the NLC.
Self-registration Services
The NLC provides self-registration services. Readers aged 16 and above can process reader's card in the self registration and recharging machine by his/her second-generation ID card, and then increase loan function, modify password, etc. by reader's card or second-generation ID card.

Self-circulation Services
To offer convenience to our readers, the NLC introduces RFID self circulation system, which doesn't only realize automatic and intelligent collections finding, stack checking and shelving, but also achieves readers' self-lending and returning of books. 24-hour Book-return Machine is located at south side of east entrance, NLC South Area, where readers can enjoy 24-hour book return services.
Self-photocopy Services
The NLC provides self-photocopy services to satisfy readers' self-photocopy services. The self-photocopy system may use 2 kinds of cards, i.e. NLC Reader's Card and second-generation ID card. By relying on NLC's existing network environment and one-card payment system, the self-photocopy system administers user's account, authorizing and charging by NLC reader's card, so as to precisely supervise users, uses and costs. Holders of reader's card can photocopy documents in the Self-photocopy Service Point of the Library, and costs will be deducted from his/her account automatically.
The NLC has been actively exploring mobile library services since 2006, and gradually established a mobile library service system – "NLC Mobile Digital Library", continuously expanding the scope of services in various forms. Through SMS, mobile portal, mobile reading platform, APP, WeChat account, Tiktok and other means of services, "NLC Mobile Digital Library" provides readers of different habits and needs with services and resources anytime, anywhere.

The WeChat account of the NLC aggregates popular reader services under customized menus, including functions such as visit reservation, book queries, on-loan information queries, QR code Reader's Card, binding/unbinding Reader's Card and overdue payments, and pushes information and high-quality resources to readers through graphic and text messages.

We provide free SMS services to mobile phone users nationwide through the national unified service number "106988106988".
3.Mobile Portal
Resources and services of the NLC are provided to users via the mobile portal （http://m.nlc.cn）The News section mainly contains news, announcements, lecture previews, activities, and exhibition information of the NLC, giving readers a general idea before visiting the NLC. The Reader Service section includes search on mobile OPAC, online reservation and renewal of books, reader consultation and comments, which enables readers to enjoy some of the traditional services of the NLC without having to visit in person. The Reading Resources sectioncovers rich contents, including self-built feature resources and outsourced resources, as well as academic and leisure contents to meet diverse reading needs.
4. APP
We provide downloadable APP of "National Digital Library" in Apple Store and Android Store. The APP provides mainly services and resources, and constantly introduces new technologies to provide offline and online library services for different types of readers. Readers can go to app stores to download, or scan the QR code below to obtain it.
5.Mobile Reading Platform
The mobile reading platform（http://m.ndlib.cn）is a mobile reading website provided by the NLC for users nationwide. It collects a large amount of high-quality resources, including books, periodicals, audio books, videos, poetry and aphorisms. At the same time, it has continuously launched subject-specific reading resources to provide users with knowledge-based, personalized and cross-type reading services.
6.Tiktok
The Tiktok account of the NLC provides online users with public cultural services such as reading promotion, cultural advocacy and education, display of activities and overview of functions in the form of short videos and live broadcasts to promote public participation in reading & learning, and enable the public to get close to and understand the NLC. Wired Network Services
Part of the reading rooms in the north and south areas are equipped with computers that are connected to the wired network to provide digital resources to users. After logging in with Reader's Card, readers can access the digital resources and Internet services provided by the NLC.
Wireless Network Services
Wireless network coverage has been realized in the NLC South Area, NLC North Area, and Wenjin Street Area, providing wireless network access to on-site readers in the NLC. Readers can access online resources anywhere in the reading area through devices that can be connected to the wireless network. The service enables users to seek the exact target book precisely by virtually presenting users a vivid, three-dimensional navigation map. Concrete measures are as follows: after getting the target book in OPAC, click the book and go to the details, and then click "all single items" to trace the "location" hyperlink, then the intelligent navigation map will be available.
Touch-screen experience system of digital resources is launched for better presenting the NLC resources and services, which is a new human interface device. Readers can browse the digital resources in touch-screen experience system by using fingers to touch the graphics, text, or buttons on the LCD screen, without the help of keyboard and mouse. The convenient, quick, and humanized design of the system is welcomed by readers. Based on the abundant collections and various services of the NLC, the system provides presentation of abundant resources.
Up to present, the touch-screen experience system of digital resources has covered the following contents, including library collections, E-newspapers and E-periodicals, lectures online, exhibitions online, services introduction, Wenjin Book Award, Chinese Government Public Information Online, etc.
According to the characteristics of children, the touch-screen experience system in NLC's Children's Library presents comics, children periodicals, E-books, children games, children's original works, and so on, which enrich children's reading life.
