On 7 November, 2025 China Mass Cultural Brand Development Conference opened in Sanya, Hainan Province. The conference was guided by the National Public Culture Development Center of the Ministry of Culture and Tourism, and the Tourism, Culture, Broadcasting, Television and Sports Department of Hainan Province. It was hosted by China Mass Culture Association and Sanya Municipal People's Government.


The conference announced 2025 China mass cultural brand innovative cases. Among them, "Innovative Exploration and Cross-border Promotion of the National Library of China Cultural and Creative Products Mall" and "Silk Road Digital Library" were selected.
The National Library of China Cultural and Creative Products Mall represented the NLC's innovative practice in implementing the spirit of General Secretary Xi Jinping's letter to the senior experts of the NLC, innovating reading methods, promoting nationwide reading, and "bringing the words written in ancient books to life" in the new era. The project encompassed 10 spaces across 5 locations, covering more than 10000 square meters. Based on the NLC's the rich collections, the expertise of its experts, and its strengths in cultural and creative products development, the spaces integrated local cultural characteristics, forming a development model based on public welfare services, empowered by market operations, and driven by the integration of culture, tourism and commerce. The spaces had become new landmarks for cultural consumption and new nodes for the integration of culture, tourism and commerce in various regions.
The "Silk Road Digital Library" was a specialized international digital library website established for the "Silk Road International Library Alliance". As the official website of the alliance, it provided internet-based digital resources and information services for 54 member institutions from 40 countries currently affiliated with the alliance, and offered excellent Chinese cultural content to relevant countries. Since its launch, the website had successively released more than 100 titles of resources, including videos, audios, online exhibitions, and links to specialized databases, through the implementation of key features such as one-click switching between Chinese and English browsing, content retrieval, and one-click sharing on mainstream social media. This project had played a significant role in promoting the cooperative development and sharing of excellent resources among member institutions, enhancing the global dissemination of Chinese culture, spreading excellent traditional Chinese culture, and facilitating international cultural exchanges.
