From 28 November to 1 December, on the invitation of Macao University of Science and Technology (MUST), a 5-person delegation of the National Library of China (NLC), led by Rao Quan, Director of the NLC, visited Macao. During the visit, the delegation participated in a series of celebration activities for the 20^th Anniversary of Macao University of Science and Technology, and went to the Library of MUST and other institutions for exchanges.

On 29 November, the delegation visited the Library of MUST. Zhao Xichen, Director of the Library of MUST, made a working report named The Role of Libraries in the Construction of Smart Campus of Universities, introduced the general situation of the library and the characteristics of literature resources, and highlighted the positive role of the library's innovative technical services in the construction of smart campus, university talent evaluation and MALA Hub construction. Rao Quan said, since the establishment of the "Cooperation Library of Macao University of Science and Technology and National Digital Library of China" in 2009, the two sides had carried out extensive and in-depth cooperation in the cooperative development and sharing of digital resources and multi-cultural communication and exchange based on the Internet. He also suggested that both libraries should deepen cooperation in the collation and research on Macao local featured documents, the collection and preservation of overseas documents on Chinese Studies, the construction of the Silk Road International Library Alliance, and so on in the next stage. After the symposium, the delegation visited the special collections of "Global Mapping of Macao" in the Library of MUST.

On the morning of 30 November, in the presence of Liao Zeyun, a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and chairman of the Council of MUST, and Liu Liang, President of MUST, Rao Quan and Zhao Xichen signed the Letter of Intent on Cooperation between the National Library of China and the Library of Macao University of Science and Technology. Both sides would deepen digital resources service, exhibition resources deliver service, cultural cooperation among Guangdong, Hong Kong and Macao, documents digitalization, digital humanities research, publications exchange, and so on.

On the afternoon of 30 November, Rao Quan attended "Summit on Innovative Technology and Higher Education of MUST", and made a keynote report named Build a new format for knowledge service in the intelligent era, which discussed how the library and its professional knowledge service can play a better role in the in-depth implementation of the strategy of rejuvenating the country through science and education, the strategy of strengthening the nation through human resource development, and the strategy of innovation-driven development, with the attendees. Rao Quan said that economic and social development had entered a new era of "smart society" construction. With the continuous improvement of intelligent technology application, new requirements were put forward for the ecological transformation of knowledge service. We should actively promote the intelligent transformation of libraries, realize the new development of smart libraries in concept and practice, and help the construction of new ecology of knowledge services. Rao Quan shared the NLC's working ideas of building "National Smart Library System"

On December 1, Rao Quan attended the opening ceremony of "The Comprehensive History Exhibition of Ancient Chinese Classics", jointly held by the NLC and the Library of MUST, and addressed a speech. He said that the vast number of ancient Chinese documents were the precious cultural wealth left to us by our ancestors, and ancient Chinese classics represented the innovation ability and cultural confidence of the Chinese nation. This exhibition would help enhance Macao's sense of Chinese cultural identity, and help Macao build an exchange and cooperation base with "Chinese culture as the mainstream and multi-cultural coexistence". In the future, the NLC would be willing to make use of the advantages of collection resources, continue to carry out various forms of cooperation with libraries in Macao, and make contributions to the inheritance and development of Chinese culture.

During visiting Macao, the delegation also visited the Department of Public Library Management, Cultural Affairs Bureau of the Macao Special Administrative Region, University of Macao Library, and so on.
