The NLC planned to establish a more perfect and comprehensive literature resource system to inherit civilization, promote culture, serve the society and benefit the public.

Chen Dali believed that documentary, as a real image carrier of the era, kept files for the country and the future. It was the dream of generations of documentary producers to keep documentaries into national collections, which had extraordinary value of the era.

The experts attending the seminar had in-depth discussions and extensive exchanges on the construction of documentary collection system in public libraries. It was generally believed that images and characters, as two different cultural carriers, had the same important value. They complemented each other and jointly built the home of human knowledge and memory. Documentary could preserve historical information to the greatest extent and restore historical truth, which was an indispensable part of library literature collection system.

In recent years, the NLC had been committed to exploring and developing the collection, communication and dissemination of documentaries.
