  1.ADB’s Partnership with PRC to Focus on High-Quality, Green Development

  The Asian Development Bank (ADB) has generally endorsed a new country partnership strategy (CPS) for the People’s Republic of China (PRC) covering 2021–2025 to support government efforts to achieve high-quality, green development. This CPS will be central in reorienting ADB’s engagement in the PRC as the country transits to high-income status and approaches graduation from ADB’s assistance.

  ADB operations in the PRC will focus on three interrelated strategic priorities: environmentally sustainable development, climate change adaptation and mitigation, and an aging society and health security.

  The CPS is aligned with key government development priorities under the PRC’s upcoming 14th Five-Year Plan. These include emphasis on natural resource management to combat climate change, biodiversity loss, and ecosystem damage; low-carbon development; social inclusion in the context of population aging; and regional health security. Support for global and regional public goods will be a key area of partnership between the PRC and ADB in the coming years.

  2.How the People’s Republic of China is planning for a greener, more sustainable future

  The 14th five-year economic Plan presents a unique opportunity to transition toward high-quality development by addressing the social and environmental challenges that have emerged after decades of rapid growth.

  And this brings us to the 14th Plan, with high-quality and green development at its core. By emphasizing the importance of inclusive sustainable growth and a more sophisticated concept of personal well-being, the new plan is poised to be the most people-centered of all the plans to date. Having achieved upper-middle income status and eradicated extreme poverty, the People’s Republic of China can now place people’s well-being at the center of policymaking.

  These ambitious goals require innovative approaches to accelerate low carbon development, including the circular economy, smart infrastructure, and state-of-the-art clean energy interventions. Greater strides in green and blue finance will be instrumental to manage plastic waste for the sake of the ocean’s health, an area where the country can lead in the delivery of a vital public good to the world.

  3.Message by ADB President Masatsugu Asakawa at UNESCAP High-level Dialogue

  ADB President Masatsugu Asakawa on 18 February delivered a keynote message during ESCAP's High-Level Dialogue themed, “Shaping the Future of Regional Cooperation in Asia and the Pacific.” He discussed how ADB is supporting DMCs during the COVID-19 crisis, including through the APVAX, and highlighted three key areas for stronger regional cooperation.

  (1) As our economies face an uncertain path to recovery from COVID-19, regional cooperation becomes more important than ever

  (2) Since COVID-19 vaccines are a global public good, we need to mobilize and deploy resources through a multilateral approach, instead of leaving everything to individual countries

  (3) Recovery and continued progress toward inclusive and sustainable growth are within reach, and our friendship and cooperation will ensure that we get there together.

  1.UN report: Pandemic year marked by spike in world hunger

  Here was a dramatic worsening of world hunger in 2020, the United Nations said today - much of it likely related to the fallout of COVID-19. While the pandemic's impact has yet to be fully mapped*, a multi-agency report estimates that around a tenth of the global population - up to 811 million people - were undernourished last year. The number suggests it will take a tremendous effort for the world to honour its pledge to end hunger by 2030.  

  This year's edition of The State of Food Security and Nutrition in the World is the first global assessment of its kind in the pandemic era.

  2.Science, technology and innovation are key to agri-food systems transformation

  Global conference facilitated and hosted by FAO looks at new ways to unlock potential

  Science, technology and innovation are essential to accelerate the transformation of agri-food systems and combat hunger and malnutrition, the Director-General of the Food and Agriculture Organization of the United Nations (FAO), QU Dongyu, said .

  The Director-General was speaking at the opening of the Science Days, a virtual conference organized by the Scientific Group of the UN Food Systems Summit and facilitated and hosted by FAO (8-9 July).

  Members of the Group have put forward a set of science-driven innovations to catalyze and accelerate food systems transformation to achieve the Summit goals and end hunger. Innovations include bioscience and digital innovations to improve people's diets and health, enhance agricultural productivity, accessibility and affordability, as well as to restore ecological well-being.

  1.IMF Managing Director Welcomes G7 Action to Help the World Exit the Pandemic Crisis

  International Monetary Fund Managing Director Kristalina Georgieva made the following statement at the conclusion of her virtual participation in the G7 Leaders’ Summit:

  (1) Bringing the pandemic to an end everywhere.

  (2) As the world emerges from this crisis we need to be mindful of its legacies and work to overcome them.

  (3) I want to express my gratitude for the G7’s support of a new $650 billion allocation of the IMF’s Special Drawing Rights (SDRs)—the largest issuance in history.

  2. Urgent Action Needed to Address a Worsening ‘Two-Track’ Recovery

  The world is facing a worsening two-track recovery, driven by dramatic differences in vaccine availability, infection rates, and the ability to provide policy support. It is a critical moment that calls for urgent action by the G20 and policymakers across the globe.

  First, step up international cooperation to end the pandemic. Second, step up efforts to secure the recovery. Third, step up support to vulnerable economies.

  The IMF’s role

  For its part, the IMF has stepped up in an unprecedented manner by providing $114 billion in new financing to 85 countries and debt service relief for our poorest members. We have received support to increase access limits, so we can scale up our zero-interest lending capacity. And we are exploring a new ‘vaccine window’ under our emergency financing facilities, which would support countries in financing vaccination programs if needed.

  Our membership also backs a new allocation of Special Drawing Rights of $650 billion, the largest issuance in the IMF’s history. It will supplement reserves and help all our member countries, especially the most vulnerable, address their emergency needs, including vaccines.

  1.New decisions at ICAO Council’s 223rd Session support aviation’s recovery and development

  Responding to a variety of recent and emerging aerospace and geopolitical developments throughout its 223rd session, the ICAO Council realized important progress towards facilitating the aviation sector’s recovery from the impacts of the pandemic, towards enhancing the safety, security and sustainability of flight, and towards improving the governance of the UN’s specialized agency for civil aviation.

  The foundation of ICAO’s COVID-19 recovery strategy is assuring the implementation of the recommendations of the ICAO Council Aviation Recovery Taskforce (CART). Prepared in cooperation with the WHO and other UN and aviation bodies, its recommendations have been updated on a continuous basis throughout the pandemic in order to reflect the highly dynamic context, knowledge, and challenges.

  2.ICAO announces new resource package for countries establishing COVID-19 travel corridors

  To assist countries seeking to establish public health travel corridors during their COVID-19 recovery phases, ICAO has just released a new implementation package (iPack) on Establishing a Public Health Corridor (PHC). Composed of guidance material, support personnel, training, and other resources, the new travel corridor iPack is fully aligned with the latest recommendations issued by the ICAO Council Aviation Recovery Task Force (CART), and with the guidance developed jointly by ICAO, the World Health Organization (WHO), and other contributors in the UN aviation agency’s new Manual on Testing and Cross-border Risk Management Measures (Doc 10152).
