1. Achieving an Integrated Electricity Market in Southeast Asia: Addressing the Economic, Technical, Institutional, and Geo-political Barriers

The study is divided into four interdependent research clusters, each cluster led by different institutions, namely: the Institute of Energy Economics, Japan; the Brunei National Energy Research Institute, the Economic Research Institute for ASEAN and East Asia, Nanyang Technological University, and University of Western Australia. Each study emphasises different things from development and power infrastructure to institutional and technical barriers to form an integrated ASEAN electricity market.

2. Harmonization of Standards and Mutual Recognition Agreements on Conformity Assessment in Indonesia, Malaysia, Thailand, and Viet Nam

This report examines the basis of developments surrounding ASEAN's efforts in the area of standards and conformance and reviews the implementation of ASEAN initiatives in four selected ASEAN member states - Indonesia, Malaysia, Thailand, and Viet Nam. It also presents recommendations for ASEAN to advance its standards and conformance regime to meet the commitments set forth in the 2015 ASEAN Economic Community (AEC) Blueprint and post-2015 AEC agenda.

3. Sea Lane Security of Oil and Liquefied Natural Gas in the East Asia Summit Region

Sea lane security of oil and liquefied natural gas (LNG) is important to ensure energy supply in the East Asia Summit (EAS) region. This study forecasts future oil and LNG import in Asia-Pacific to see the congestion in the Hormuz and Malacca straits, then identifies the risks to sea lane security. This report also presents countermeasures adopted by countries (Indonesia and Thailand) to mitigate those risks.

1. Taking oath of office, António Guterres pledges to work for peace, development and a reformed United Nations

12 December 2016 – Sworn in today as the ninth and next United Nations Secretary-General, António Guterres pledged to reposition development at the centre of the Organization’s work and ensure that the UN can change to effectively meet the myriad challenges facing the international community.

“The United Nations needs to be nimble, efficient and effective. It must focus more on delivery and less on process; more on people and less on bureaucracy,” said Mr. Guterres after taking the oath of office at a ceremony before the 193-member UN General Assembly.

Mr. Guterres, a former Prime Minister of Portugal (1995 to 2002) and former UN High Commissioner for Refugees (2005-2015) took the oath of office following the Assembly’s tribute to Secretary-General Ban Ki-moon, who steps down at the end of the month after leading the global Organization for the past 10 years.

At the onset of his remarks at the swearing-in-ceremony, the Secretary-General-designate paid tribute to Secretary-General Ban for his “principled leadership [that] helped to chart the future of the UN – through the 2030 Agenda for Sustainable Development; through [his] commitment to peace and security; through [his] initiative to put human rights at the heart of [UN’s] work.”

2. From MDGs to Sustainable Development for All: Lessons from 15 Years of Practice (UNDP / World Bank)

In 2015, world leaders set out to defy the odds, committing themselves to achieve 17 ambitious and far-reaching Sustainable Development Goals (SDGs) by 2030. This was not the first time the world had attempted to raise the trajectory of human progress by employing Global Goals. In 2000, world leaders blazed a trail by adopting the Millennium Development Goals (MDGs). The MDGs were the first attempt to use Global Goals to capture and advance the shared interest we all have, in a more just, peaceful and prosperous world. This Report offers lessons from the MDG experience, distilled largely by governments and stakeholders themselves, via National MDG Reports produced from 2013 to 2015. Over 50 countries’ National MDG Reports reflected on the totality of their MDG experience. This Report draws on their conclusions as well as the breadth and depth of UNDP’s own experiences supporting the MDGs in over 140 countries. Its findings suggest that the specifics matter. The MDGs had more impact when they were brought into popular discourse and when local leaders and change agents considered them less a rigid framework and more of an opportunity to: Motivate popular engagement; Build consensus on national priorities; Generate international support; Improve coordination within and between governments; Make the needs and contributions of particular groups visible; and/or Boost transparency and hold leaders to account. Some were more effective than others at leveraging the visibility and legitimacy of Global Goals. The Report analyses what worked under the MDGs and why. It ends with 10 concrete recommendations for SDG implementation, suggesting the policies, processes and practices that may help local leaders, change agents and stakeholders maximize the impact of Global Goals.
