实现零饥饿：社会保护和农业投资的关键作用

本报告就到2030年消除长期膳食能量不足或实现零饥饿所需的公共及私人投资额做出估计。实现这一目标与“可持续发展目标2”提出的到2030年消除饥饿的目标以及“可持续发展目标1”提出的消除贫困的目标相一致。本报告在估算所需新增投资时，采用了参照“基准”设想的办法，即“维持常态”设想。在这一设想下，约6.5亿人到2030年仍将遭受饥饿困扰。报告随后对到2030年消除饥饿所需的投资做出了估算。消除贫困需要将社会保护和精准“惠贫”投资相互结合。前者旨在通过“贫困差距转移支付”这一社会保护措施，快速帮助贫困人口摆脱极端贫困。后者则旨在通过新增投资来刺激和保持收入及就业来获得比“维持常态”设想更高速的增长。而这反过来又能减低利用社会保护来提供转移支付的必要性。除了这一分析外，本报告还探讨了到2030年实现零饥饿的其他替代性方法。

山区人口粮食不安全易受害性评估

根据“山区人口粮食不安全易受害性评估”报告，发展中国家山区的粮食不安全人数从2000年的2.53亿增至2012年的近3.29亿，而在同一时期全球山区总人口仅增加16％。这意味着发展中国家的山区（无论是城市还是农村）有三分之一的人面临饥饿和营养不良，但在全球范围这一比例为九分之一。如果只考虑依赖土地、水和森林等自然资源维持生计的农村山区人口，这种数字差距则更为悬殊：他们中近一半人得不到粮食保障。山区覆盖了地球陆地面积的22％，世界13％的人口居住在那里。

过去25年里，尽管爆发了危机，亚洲经济每年增长约6%。近期全球金融危机爆发后，亚洲成为少有的亮点。

经济转型带动了社会进步。亚洲是过去35年里世界减贫行动中的翘楚。教育和健康领域也得到了极大的改善。人民生活水平得以提高。

二、全球经济挑战和亚洲应对

诚然，全球经济面临着多种挑战：市场和资本流动不稳，许多国家正处在经济转型和金融紧缩期，石油等大宗商品价格大幅下滑，以及地缘政治紧张态势升级。

亚洲应如何应对这些挑战呢？以下是我们已经熟知的部分主要行动领域：

 起支持作用的货币政策——符合价格和外部稳定目标；

 能促进增长的财政措施；

 旨在确保金融稳定的宏观审慎措施。

各国具体政策因情况而异。但可以说，在任何情况下，结构性改革都是提高竞争力、促进增长和增加就业的关键所在。比如：

 在中国：改善信贷分配，帮助经济摆脱债务投资，实现再平衡。

 在日本：解决二元劳动力市场问题、放开产品市场并改革公司治理。

 在印度：提高产品市场效率、鼓励私人投资并改善基础设施。

 在许多国家（无论是新兴市场还是低收入国家）：强化商业环境并发展债券市场。

成功解决此类结构性问题，不仅有利于亚洲中短期发展前景，还能使亚洲在此基础上发挥令人赞叹的潜力。

三、亚洲和基金组织

今年初基金组织进行了份额和治理方面的改革，提高了新兴亚洲经济体在188个成员国中的代表性，所以现在印度已经与中国和日本一样，成为基金组织十大股东之一。

另外，去年末基金组织决定将人民币纳入特别提款权货币篮子，人民币成为继日元之后纳入该篮子的第二种亚洲货币。

结语：亚洲的全球领导力

亚洲地区的活力给我们带来了投资未来和推进亚洲发展的历史性机遇。

这不仅能使亚洲走上持续增长的道路，也将增强亚洲作为全球经济主要贡献方和21世纪领袖的作用。
