This Handbook on regulatory frameworks for the control and eradication of HPAI and other transboundary animal diseases adopts the principles and approach of One Health by creating an understanding of the context in which diseases emerge, and by presenting the two key issues - legislation and regulatory frameworks - for the attention of administrators and policy-makers. The Handbook explains the critical role of regulatory frameworks (policy and institutional) on animal health and the need for close cooperation within countries between people who have technical veterinary expertise and those who have legal and regulatory expertise. It further defines the structure and elements of veterinary policy and legislation, the international frame of reference, the interface between veterinary policy, institutions and legislation, and the potential impacts of the national legal tradition on the way that laws are drafted specifically on animal health matters.

Report of the thirty-sixth Session

General Fisheries Commission for the Mediterranean
The Commission reviewed the intersessional activities of the Scientific Advisory Committee (SAC) and the Committee on Aquaculture (CAQ) as well as the outcomes of the Task Force established to modernise the GFCM legal and institutional framework. In this respect, it decided to launch a process of revision of the basic texts of the GFCM. Furthermore, the Commission adopted binding recommendations based on scientific advice for the exploitation of red coral, the mitigation of incidental catches of cetaceans and the conservation of sharks, skates and rays together with a resolution on guidelines for allocated zones for aquaculture.

A methodology for assessment
This document presents an assessment of small-scale fisheries of the Patos Lagoon estuary, Brazil, using a custom-designed fisheries census methodology.  The assessment provides a complete picture of the technical, environmental and socio-economic conditions of these fisheries, including information on the number of fishery-dependent people, fishing effort, technologies and practices, trends in production and resource abundance, income and market, livelihood strategies, community-based organizations, formal institutions established by co-management, and the access to public policies.

1.亚洲发展展望2015  (ASIAN DEVELOPMENT OUTLOOK 2015 )

The annual Asian Development Outlook provides a comprehensive analysis of economic performance in the past year and offers forecasts for the next 2 years for the 45 economies in Asia and the Pacific that make up developing Asia. Steady growth in the region is sustained by economic reform at home, soft commodity prices, and reviving demand from the advanced economies. Moderation in the People’s Republic of China as it pursues higherquality growth is balanced by acceleration in Southeast Asia and India, the region’s other reforming giant. Risks to the growth outlook include possible capital outflows under higher interest rates expected this year in the United States, an oil price reversal, and deepening recession in the Russian Federation. This edition makes the case for further developing Asia’s financial sector to broaden access for households and firms to affordable finance that can spur investment, innovation, and inclusive growth. The challenge for policy makers is to strengthen the governance of financial institutions to protect stability while exploring the benefits of flexible regulation that promotes inclusive growth.

PROMOTING WOMEN'S ECONOMIC EMPOWERMENT IN CAMBODIA

Women’s economic empowerment is essential for more inclusive growth in Cambodia. This study takes stock of major gender issues in the Cambodian economy seen through the lens of women’s participation, benefit, and agency—the three prerequisites for a fairer distribution of growth benefits. It examines labor market trends and obstacles to women’s economic empowerment—particularly in agriculture, business development, and wage employment. Labor migration and vulnerability to shocks are highlighted as special themes. The study makes a series of policy recommendations, identifies areas for further research, and highlights how Asian Development Bank investments can promote women’s economic empowerment.

4. 国家教育政策评论: 印度尼西亚教育--迎接挑战

REVIEWS OF NATIONAL POLICIES FOR EDUCATION: EDUCATION IN INDONESIA -- RISING TO THE CHALLENGE 



 Having made impressive progress in widening access to basic education, Indonesia must now consolidate these gains and develop an education system to support the needs of the economy in its transition towards high-income status. This report highlights three main policy directions which, pursued together, would help Indonesia advance on the path towards stronger growth and more inclusive and sustainable development. The first priority is to raise the quality of education and ensure that all learners acquire the skills they need to succeed in life and work. The second goal is to widen participation, requiring a concerted effort to improve access for disadvantaged groups and expand provision beyond the basic level. The final challenge is to increase efficiency, with a more data-driven approach to resource allocation, better tailoring of provision to local needs, and stronger performance management. This report was financed by a grant provided by the Analytical and Capacity Development Partnership, a facility supported by the Government of Indonesia, the Government of Australia, through Australian Aid, the European Union (EU) and the Asian Development Bank. Additional in-kind support was provided by the Care Inspectorate, Scotland and the Islamic Development Bank (IDB).

Announcing the new edition of “The State of Food Insecurity in the World (SOFI) 2015”

This year´s annual State of Food Insecurity in the World report takes stock of progress made towards achieving the internationally established Millennium Development Goal (MDG1) and World Food Summit hunger targets and reflects on what needs to be done, as we transition to the new post-2015 Sustainable Development Agenda. The report reviews progress made since 1990 for every country and region as well as for the world as a whole. Progress towards the MDG 1 target, however, is assessed not only by measuring undernourishment, or hunger, but also by a second indicator – the prevalence of underweight children under five years of age. Progress for the two indicators across regions and over time, is compared, providing insights into the complexity of food security. Overall progress notwithstanding, much work remains to be done to eradicate hunger and achieve food security across all its dimensions. The 2015 report not only estimates the progress already achieved, but also identifies remaining problems, and provides guidance on which policies should be emphasized in the future. Key factors that have determined success to date towards food security and nutrition goals are identified. The list of factors – economic growth, agricultural productivity growth, markets (including international trade) and social protection – is by no means exhaustive. The report also shows how protracted crises, due to conflict or natural disasters, have deleterious effects on progress in hunger reduction.

联合国粮食及农业组织和世界卫生组织粮农组织共同举办第二届国际营养大会

由联合国粮农组织和世卫组织共同举办的第二届国际营养大会于2014 年 11 月 19 - 21 日在意大利罗马粮农组织总部召开。大会旨在: (i) 回顾 1992 年 首届国际营养大会以来在改善营养方面取得的进展 ,就新挑战和新机遇做出反应,并寻求改善营养的政策方案; (ii) 促使粮食、农业、卫生 和其它部门相互融合,并对各自的部门政策 进行 相互协调,从而以可持续的方式改善营养; (iii) 提出适应性强 的 政策及体制 框架,在可预见的未来充分应对重大营养挑战; (iv) 鼓励进一步提高 粮食 、 农业 、 卫生和其它部门之间的政治和政策连贯性、统一性、协调性和相互合作 ; (v) 为改善营养动员政治意愿,筹措资金; (vi) 为在近期和中期开展 营养领域的国际合作确定优先重点。
