Assessing and measuring skills imbalances in Belgium, is almost under the sole responsibility of the three public employment services FOREM, VDAB and Actiris. Their methodology is similar and allows for comparison between the regions. Since the employment situation in the three regions shows significant differences in terms of employment and unemployment rates and levels of education, a common methodology is very useful. From this point of view the study of Actiris on the Brussels Metropolitan Zone is interesting. Cooperation between the three regions exists but remains weak. The lack of mobility between the three regions has been stressed and explains partially some skills imbalances.
