The 15th Joint Conference of Library Directors is held successfully


On 26 November, the 15th Joint Conference of Directors of Libraries in Provinces, Autonomous Regions, Municipalities Directly under the Central Government and Lager Cities was held in the National Library of China (NLC). The theme of the conference was to learn and implement the spirit of General Secretary Xi Jinping's reply letter to senior experts from the NLC, and to plan the overall development of public libraries in the 14th Five-year Plan Period. Rao Quan, Director of the NLC, Wei Dawei, Secretary of the CPC Committee of the NLC, Bai Xuehua, Deputy Director of Department of Public Service, the Ministry of Culture and Tourism, Zhang Zhiqing, Deputy Director of the NLC, and Wang Dongbo, Deputy Director of the NLC, attended the conference. 45 directors from public libraries at or above the sub-provincial level attended the conference.


Rao Quan, the NLC Director, delivered the keynote speech.

In the keynote speech, Rao Quan summarized the remarkable achievements of public libraries development during the 13th Five-year Plan Period, analyzed the prominent contradictions and problems faced by librarianship development in the new period, and put forward 5 suggestions on how to promote steady development of public libraries. First, he hoped that each library could do a good job in the top-level design of public library development; second, he hoped that all libraries could form a group of overall projects, so as to promote the overall development of librarianship; third, he hoped that all libraries could give full play to the role of pilot reforms, and promote reform and innovation; fourth, he hoped that the libraries present here could actively promote the transformation and upgrading of the whole library community; finally, he hoped to further improve the joint conference system of library directors.


Wei Dawei, Secretary of the CPC Committee of the NLC, hosted the conference.

On behalf of Department of Public Service, the Ministry of Culture and Tourism, Bai Xuehua affirmed the joint conference of library directors held by the NLC. By combing with the spirit of General Secretary Xi Jinping's reply letter, and the development trend of the new era, he put forward his hopes for librarianship development, i.e. keeping to the correct political direction, carrying forward the traditional Chinese culture, innovating the service manners, promoting culture and tourism integration, and further guiding social forces to participate in the development of public culture.


Bai Xuehua, Deputy Director of Department of Public Service, the Ministry of Culture and Tourism, made a speech.

Seven directors from Hebei Library, Shanghai Library, Zhejiang Library, Henan Library, Chongqing Library, Xinjiang Uygur Autonomous Region Library and Guangzhou Library made speeches respectively. It was emphasized that General Secretary Xi Jinping's reply letter had pointed out the direction for library development, and would further promote greater development of librarianship. They all agreed that libraries in the new era were facing greater opportunities and challenges. They must make plans as soon as possible, actively respond to the opportunities and challenges, innovate thinking, and make efforts in cross-border integration, smart library construction, brand marketing, etc., so as to better improve the efficiency of public services and promote the librarianship development.

During the group discussion, all the directors spoke actively, saying that the joint conference was of great significance. They said that public libraries in China had made remarkable achievements in the 13th Five-year Plan Period, and hoped that the NLC could give full play to its leading role and make the top-level design of the 14th Five-year Plan Period according to the actual situation of libraries around the country. They hoped that joint conference of library directors would be held regularly to study and discuss the development of public libraries. Based on the practical work of each library, the library directors shared experiences and exchange ideas on how to better promote the integration of culture and tourism, strengthen the construction of talent team, improve service efficiency, improve system construction, and so on.

The joint conference of library directors had been held for 14 sessions since 1991, which provided a platform for the directors of public libraries at or above the sub-provincial level to exchange ideas and seek common development, and effectively promoted the development of public libraries in China.
